Italy Places 25ºC Limit on Public Building Cooling

Italy has implemented an energy rationing initiative called ‘Operation Thermostat’ from May 1, 2022 until March 31, 2023. In schools and other public buildings in Italy, the air conditioning must be set at 25ºC or higher during summer and at 19ºC or lower during winter. The measure does not apply to hospitals but may eventually be extended to private homes.

Operation Thermostat was established within the framework of a scheme intended to help the country avert an energy crisis exacerbated by the war in Ukraine. Moreover, Italy has struck deals enabling the country to ramp up gas supplies from Algeria and Angola, and is looking into other sources. Prior to the war in Ukraine, Italy was importing about 45% of its natural gas from Russia.

Renato Brunetta, the minister for public administration, said the initiative introduced by the Five Star Movement, a political party in Italy, was a positive sign and would save 2 to 4 billion m3 of gas a year. Heating and cooling account for 57% of the energy costs of a public office building in Italy.

China ATW Heat Pump Category Enjoys Steady Growth in 2021

The air-to-water (ATW) heat pump industry presented a strong performance in 2021. According to ChinaIOL, ATW heat pumps saw a total sales value reach RMB 20.33 billion (about US$ 3.19 billion) in 2021, growing by 29% year on year.

In 2021, ATW heat pumps saw a domestic sales value up to RMB 15.84 billion (about US$ 2.49 billion), growing by 17.2% year on year; the export value reached RMB 4.5 billion (about US$ 706.2 million), growing by 100.7% year on year.

In the domestic market, residential hot water heaters saw a sales value of RMB 3.66 billion (about US$ 574.4 million), growing by 11.8% year on year; while commercial hot water heaters saw a sales value of RMB 1.97 billion (about US$ 309.2 million), growing by 20.5%. Among heating products, Coal-to-Electricity retrofits in households saw their sales value reach RMB 920 million (about US$ 144.4 million), dropping by 6% year on year; household water-cooled products saw a sales value of RMB 2.89 billion (about US$ 453.6 million), growing by 41.1% year on year; air heaters saw a sales value of RMB 1.9 billion (about US$ 298.2 million), an increase of 3.6% year on year, engineered heating saw a sales value of RMB 2.06 billion (about US$ 323.3 million), rising by 12.2% year on year.

Major reasons for growth in the hot water heater market include that: firstly the commercial hot water market shrank in 2020 under the impact of the pandemic, and was sharply rebouning in 2021; secondly, despite weak growth in the real estate support market, the residential hot water heater market saw highspeed growth year on year during the first half of 2021, increasing the growth rate for the whole year. Comparatively speaking, commercial hot water heaters presented a more optimistic development trend. In recent years, the development of the Coal-to-Electricity retrofit market has, to some extent, stimulated the commercial hot water market in Northern China.

As for heating market performance, the ATW heat pump heating market has shown good performance in 2021; although there was slight decrease in Coal-to-Electricity retrofits for household applications, the high-speed growth of the household water-cooled products market has filled this gap. And air heaters which have had pessimistic expectations thanks to policy impacts, also achieved slight growth in 2021.
